Max Payne 3 for PC is out now internationally. If you had preloaded the game on Steam, you will need to restart Steam to start the decryption process. If you are experiencing a slow decryption, go into task manager, right click  on Steam.exe and change the "Priority" level to "Realtime". This will allow Steam to use the full power of your computer for decryption.
